The Chinese government regulates the foreign trade in the following areas: (1) goods moving across the Chinese border, containers, packing materials for the goods, and the means of transportation moving across the border; (2) the persons engaged in foreign trades including the consignor, the consignee, the transportation company and the declaration agents; (3) the supervision and control over the flow of funds arising from the cross-border settlement for trading in goods; (4) collecting duty and import-stage VAT on import and export goods.
